Skippers' Meeting
The Skippers meeting, covering both legs of the race, will be held on
Saturday July 3rd at 0830 hrs at the Saltspring Island Sailing Club.
Course
Leg 1 - SISC to MBYC. The start line will be between the Committee Boat
and a flagged buoy off the SISC breakwater, and the finish line between
the Committee Boat and a buoy off Paddy Mile Stone.
Boats will leave Saltspring Island to starboard.
Leg 2 - MBYC to SISC.
The start line will be between the Committee Boat and a buoy off the MBYC
dock. The fleet will again leave Saltspring Island to starboard. In addition,
Grappler Rock, Idol Island and Atkins Reef must also be left to starboard.
All the islands in Ganges Harbour must be left to starboard when approaching
the finish line.
All shortened course details or course changes will be announced at the
Skippers Meeting prior to each leg.
Race
Divisions
There will be three divisions, one for boats rated 185 and below, one
for boats rated 186 and above and a multi-hull division if at least three
MH boats are entered.
Flying and NFS formats with appropriate rating adjustments will be permitted.
Race results will be calculated for single- handed and double-handed monohull
boats and for overall monohull boats. The multihull division will be separate.
The racing committee reserves the right to modify the rating splits prior
to the skippers meeting.
Ratings
and Scoring
The Saltspring Island Sailing Club Rating Committee will determine the
rating to be allotted to each vessel. The rating will be based on the
PHRF North West handicap system.
Owners of vessels with valid PHRF-NW or PHRF-BC certificates shall, therefore,
provide the race organizers with a copy of their certificate. Owners without
a current PHRF certificate will submit the boat specifications and any
prior PHRF certificates for their boat to SISC with their entry.
A competitor may, however, decide to race a vessel with a smaller sail
area than that prescribed on their PHRFNW rating certificate. Such a decision
must be declared at or before June 25th, NOTon race day. In all instances,
the SISC Rating Committee shall determine the "as raced" rating
for all boats.
The Rating Committee's decision will be final for all entrants.
The finishing times of vessels will be corrected using the PHRF-NW Time-on-Time
formula. Boats that do not finish within the designated time limit on
either day will be scored with a finishing time of "time limit plus
30 minutes."
The overall race results will be determined by the lowest combined finishing
places on a combined basis. In the event of a tie the second days result
will be used to determine the result.
Safety
Equipment
All boats must meet Pacific International Yachting Association (PIYA)
Category III requirements unless a special exception has been approved
by prior application to the race committee.
Jack lines shall be installed along both sides of the vessel as per PIYA
regulation 3.17. Competitors must (a) wear a Canadian Coast Guard-approved
life jacket at all times during the race; and (b) use an approved harness
and tether.
The race committee may perform random inspections. Those failing to comply
may be penalized or disqualified.
Other
Equipment
Electrical or wind-operated self-steering equipment MAY be used.
The race committee may perform random inspections. Boats should monitor
VHF Channel 69 during the race.
Regulations
Competitors shall comply with the International Regulations for Preventing
Collisions at Sea, 1972 with Canadian Modifications.

Protests and Penalty
Turns
Single-handed sailing requires increased attention to safety procedures.
Participants are, therefore, reminded of the overriding requirement to
avoid a collision (Rule 14) and to provide a give-way vessel with the
opportunity to do so (Rule 16).
The organizing committee
also believes that competitive single-handed sailing should be conducted
with the highest level of sportsmanship.
Despite all the best intentions fouls do occur on the racecourse. Protests
will, therefore, be heard on a leg-by-leg basis. Only the protest committee
will hear those submitted within two hours of the last boat finishing.
To avoid the need for protests penalty turns under rules 31.2 and 44.2
will also be in effect.
